Dear Receiver Metzger:
Pursuant to M.G.L. c. 69, § 1K(i) and 603 CMR 2.06 (12)(e), the Commissioner of Elementary and Secondary Education conducts a review of a district in receivership to determine whether the district has improved sufficiently to be removed from chronically underperforming status, or remains in chronically underperforming status. I have completed my review of the Southbridge Public Schools (SPS) and determined that while there have been improvements in the district, SPS has not improved sufficiently to be removed from chronically underperforming status.
Pursuant to 603 CMR 2.06 (7)(b), the district’s current turnaround plan will remain in effect until the statutory process to develop any new, modified, or renewed turnaround plan has been completed. The development of a new or renewed turnaround plan that reflects SPS’ current development and challenges is a critically important undertaking. I look forward to working with you on its development. The renewed turnaround plan will remain in effect for up to three years; the Commissioner retains the authority to exit the district from status at any time.
I appreciate your commitment and collaborative leadership over the past six months and am eager to support you in building upon the recent progress of the district.

Estimado interventor Metzger:
De conformidad con M.G.L. c. 69, § 1K(i) (Título 69, sección 1K(i) de las Leyes Generales de Massachusetts) y 603 CMR 2.06(12)(e) (Título 603, sección 2.06(12)(e) del Código de Reglamentos de Massachusetts), el comisionado de educación primaria y secundaria lleva a cabo una revisión del distrito en intervención estatal. El propósito de esta evaluación es determinar si el distrito ha demostrado una mejora suficiente para salir de la categoría de desempeño crónicamente bajo, o si debe permanecer en ella. He completado mi revisión de las Escuelas Públicas de Southbridge (SPS, por sus siglas en inglés) y he determinado que, si bien se han producido mejoras en el distrito, este no ha progresado lo suficiente como para ser retirado de dicha categoría.
De conformidad con la normativa 603 CMR 2.06(7)(b), el plan de reestructuración distrital actualmente vigente seguirá en efecto hasta que se complete el proceso legal para desarrollar cualquier plan de reestructuración nuevo, modificado o renovado. El desarrollo de un plan de reestructuración nuevo o renovado que refleje el desarrollo y los retos actuales de SPS es una tarea de vital importancia. Esperamos trabajar con usted en su elaboración. El plan de reestructuración renovado permanecerá vigente durante un máximo de tres años; el comisionado conserva la autoridad para retirar al distrito de este estado en cualquier momento.
